Culture is about leaders being clear on their expectations of what they expect from each person and the team. Second a leader must be willing to hold team members accountable to being a successful and contributing member of the culture. Lastly, a leader must be willing and able to teach and coach team members on how to maximize their mental power in their attitudes, beliefs and contribution.
